The Werrington Enterprise Living and Learning Precinct in Penrith, western Sydney, was an initiative of both State and Local agencies to plan for a precinct which would "…have an organic and adaptive urban structure that will lead to an intersection of experiences and diversity." The precinct plan also closely involved the higher education stakeholders who were the major 'landholders' in the area.
The development of a precinct plan proceeded through several stages, many requiring participants to be actively planning via visioning, analysis and workshopping phases.
HCS was contracted by the consortium of agencies to assist in all phases by providing guiding commentary and assessment on economic, employment and retail issues as part of an extensive team of consultants including urban, social, transport planners and urban designers.
The resulting Werrington Enterprise Living and Learning precinct draft plan reflected this process and the many views of the participants, and was informed by the economic input of HCS in both early and final stages of plan development.
